Lawyer Zhao Zemin is the Director and Chief Partner of Beijing Huatai Law Firm. He holds a Bachelor of Law from Peking University, a Master's degree in Business Economics from the Chinese Academy of Social Sciences, and a Doctorate in Constitutional and Administrative Law from China University of Political Science and Law. He began his legal career in 1983, joined the China Law Society in 1985, was featured on the cover of the 9th issue of "China Lawyer" published by the All China Lawyers Association in 2013, and is recognized as a gold medal lawyer and one of China's top 100 lawyers. He has participated in research groups organized by the China Securities Regulatory Commission on futures civil law issues, delivered special lectures on futures law at Beijing Radio Station, and assisted the Supreme People's Court in organizing training sessions for judges on securities repurchase and futures cases.

Director Zhao Zemin founded Beijing Huatai Law Firm in 1994. Since then, Huatai has expanded to nearly 40 branches nationwide, employing over a thousand lawyers. It has partners and offices in countries and regions including the United States, Canada, the United Kingdom, France, Australia, Cyprus, Japan, Hong Kong, Macau, and Taiwan.

Personal Achievements

In 2010, Lawyer Zhao Zemin led a team of specialized lawyers at the firm to serve as legal advisors for the High-Speed Rail Group in New York, USA, providing legal services for the cooperation project between New York State and China's high-speed rail, and facilitated the signing of a cooperation memorandum between the New York government and China's Ministry of Railways. He also led lawyers to serve as legal advisors for Zhuhai Zhenrong, one of the country's four major oil importers and exporters, providing legal services related to crude oil imports from Malaysia. Under the national "Belt and Road" initiative, Zhao Zemin led a professional legal team to provide legal services for state-owned enterprises expanding into the Eastern European (Bulgaria) market. He has provided professional legal services for the listing of many domestic companies on the New York Stock Exchange, NASDAQ, Hong Kong Stock Exchange, Singapore Exchange, and Australian Securities Exchange. In recent years, under Director Zhao's leadership, Beijing Huatai Law Firm has made breakthrough progress in foreign-related legal services.

In the process of China's rule of law development, Lawyer Zhao Zemin successfully represented the country's largest administrative litigation case: Thailand Xiancheng Erhe Company and Shenzhen Xiancheng Building won against the Shenzhen Municipal Administration for Industry and Commerce and the Foreign Investment Office. This litigation contributed directly to the history of enterprise registration administrative regulations by, at the level of the State Administration for Industry and Commerce's authority, through administrative expansion interpretation, granting the cancellation procedure stipulated in Article 22 of the "Regulations on the Administration of Enterprise Legal Person Registration of the People's Republic of China" the same legal effect as the revocation and liquidation procedure in Article 33 of the same regulations, thereby effectively remedying legislative defects and loopholes in the regulations.
