Beijing Huatai Law Firm Enhances the Effectiveness of Legal Aid Services in Tibet, Working Together to Build a Strong Rule-of-Law Foundation.

In response to the Ministry of Justice's call to fundamentally resolve the issue of "counties without lawyers" nationwide, nine Beijing-based law firms established branch offices in nine Tibetan counties that previously lacked legal representation in August 2022, deploying 11 lawyers to begin their work. Among them, Huatai Law Firm set up the Beijing Huatai (Mangkang) Law Office, firmly rooted in the eastern part of the Qinghai-Tibet Plateau, committed to ensuring timely access to legal aid for local residents and enhancing the quality of legal assistance services.

Legal aid, as a vital project for people's livelihoods, serves as a crucial institutional safeguard in our efforts to ensure that the public feels fairness and justice in every single case. It addresses the real need for equal access to legal aid services, safeguards the legitimate rights and interests of the people, upholds the proper implementation of the law, and reinforces social equity and justice. Since 2023, Zhao Shizhen, the lawyer dispatched by Huatai (Mangkang) Law Firm, has handled a total of 19 legal aid cases, including 11 completed civil cases, 6 criminal legal aid cases, and more than 20 cases involving guilty pleas and plea bargains. She has also drafted 89 legal documents and provided free legal consultations to 133 individuals. Among these, she offered free legal advice to 42 individuals from vulnerable groups such as migrant workers, minors, seniors, people with disabilities, and women, helping migrant workers recover over 400,000 yuan in unpaid wages, workers' compensation, or personal injury claims. Additionally, she has provided pro bono legal services to active-duty military personnel and veterans.

Helping migrant workers resolve wage disputes and safeguarding the legitimate rights and interests of the public.
Liao and several other migrant workers were hired by contractor Liu to carry out renovation work at an e-sports hotel contracted by Liu. At the time, the two parties signed an agreement stipulating that wages would be paid promptly upon completion and acceptance of the project. However, after the renovation was finished, Liu refused to pay, citing the fact that the project owner, a certain company in Yunnan, had yet to release the funds. Despite multiple attempts by Liao and his colleagues to demand their earned wages, they remained unpaid, leading to escalating tensions. Ultimately, left with no other option, they sought legal assistance, appealing to the law to help recover their overdue salaries. Upon being assigned the case, Zhao Shizhen promptly stepped in, actively communicating with all parties involved, gathering crucial information, and devising a strategic plan. On November 28, 2023, she successfully mediated the dispute right in court, ensuring immediate payment on the spot. As a result, Liao and 14 other migrant workers collectively recovered their labor compensation totaling 179,246.5 yuan, effectively resolving the long-standing wage dispute and safeguarding the legitimate rights and interests of these hardworking migrant workers.

Launching a Youth "Mock Court" Initiative: Guiding Youth to Walk Hand-in-Hand with the Law
To further enhance teenagers' awareness of the rule of law and guide them in developing positive habits of learning, respecting, and applying the law from an early age—thereby safeguarding their healthy growth—theo Miao Zhaoshizhen visited the Mangkang County People's Court, the Mangkang County Communist Youth League Committee, and local schools on November 28, 2023, to participate in a youth "Mock Trial" event combined with legal education and publicity activities. During the event, she delivered lectures on relevant legal topics based on the mock trial cases, helping students deepen their understanding of crime prevention and equipping them with practical knowledge on how to use legal tools to protect their own legitimate rights and interests. Huatai (Mangkang) Law Firm will continue to promote the seamless integration of legal education and judicial practice, expanding the reach of rule-of-law outreach initiatives while enhancing their effectiveness, ultimately providing robust support for the healthy development of young people.

Extensively conduct specialized training sessions to deliver a powerful "combination punch" of legal education.
To further strengthen the construction of the administrative law enforcement team in Mangkang County, standardize and improve administrative law enforcement in the areas of road traffic safety and transportation across the county, fully implement the requirements for standardized, fair, and civilized enforcement, and genuinely uphold a people-centered enforcement philosophy, Mangkang County has been continuously enhancing the rule-of-law capabilities and public trustworthiness of its law enforcement队伍 in these critical areas. On June 29, 2023, Zhao Shizhen was invited to the Special Rectification Office of Mangkang County to conduct a theoretical and practical test for law enforcement personnel working in road traffic safety and transportation, as well as a specialized training session on the "Three Systems" of administrative enforcement. During the session, she provided detailed guidance to the county's administrative law enforcement officers, drawing from real-world scenarios and specific case studies to emphasize the crucial significance of ensuring that administrative enforcement publicity is "comprehensive," enforcement records throughout the entire process are "accurate," and the legal review of major enforcement decisions is conducted with "strictness."
To further enhance the professional competence of township-level people's mediators and their ability to identify, address, and resolve conflicts and disputes—thereby leveraging the active role of mediators in grassroots conflict resolution—the MNC County Justice Bureau and the County Party School jointly organized a 2023 People's Mediation Training Workshop on November 8, 2023. Zhao Shizhen served as the keynote speaker, delivering a legal education session for representatives from the people's mediation committees across the county's 16 townships and 68 villages (neighborhoods), as well as for locally knowledgeable individuals trained in the law.
To meet the evolving needs of labor protection laws and regulations under the new circumstances, further enhance the overall competence of HR and labor management personnel in Mangkang County, strengthen the standardization and scientific approach of enterprise HR and labor management systems, and foster a new type of socialist labor relationship characterized by orderliness, harmony, and stability, Zhao Shizhen conducted a training session on labor protection laws and regulations at the county government on September 18, 2023. Through detailed explanations of key legislation such as the *Labor Law*, *Labor Contract Law*, *Social Insurance Law*, *Labor Dispute Mediation and Arbitration Law*, and the *Regulations on Guaranteeing Payment of Wages to Migrant Workers*, the training effectively reinforced local enterprises' legal awareness and sense of responsibility in employment practices. This initiative encouraged employers to hire workers in compliance with the law, implement standardized management practices, and significantly improved their capacity to resolve labor-related disputes.

“Bringing the Law to Military Camps” – Building a Bond of Rule of Law Together
To further enhance the legal awareness and competence of military personnel in Mangkang County regarding their rights under the law, and to effectively safeguard the legitimate rights and interests of service members and their families, the Mangkang County Bureau of Justice conducted a special legal service activity—“Bringing the Law to the Barracks” and “Providing Legal Aid in the Barracks”—at a military unit on August 17, 2023. During the event, Zhao Shizhen delivered a focused lecture on the rule of law and provided on-site legal consultations. Drawing from real-life cases, she explained legal principles in simple, accessible language, addressing key issues closely tied to the daily lives and work of soldiers and their families. These topics included legal aid for service members and their families, marriage and family matters, protection of military personnel’s rights, debt disputes, as well as online gambling and fraud—all hot-button issues that resonated deeply with the audience. She also took time to thoroughly interpret the "Implementation Measures for Legal Aid Services for Service Members and Their Families," while engaging directly with the troops to answer their questions and clarify any legal concerns they might have encountered in their daily lives.
To build a militia team that is highly qualified, structurally sound, and relatively stable, on November 8, 2023, Zhao Shizhen was invited by the Mangkang County Justice Bureau in collaboration with the County People's Armed Forces Department to deliver legal education to militia members through training sessions and case-based explanations. She thoroughly explained key laws and regulations closely tied to militia work, such as the National Defense Law and the Military Service Law. Additionally, she provided detailed insights into relevant provisions of China’s Regulations on Militia Work, integrating legal education and rule-of-law promotion into the militia’s ideological and political activities, military training, and efforts toward law-based governance. This approach effectively strengthened militia members’ awareness of the rule of law, fostering a positive societal environment where everyone actively cares about and supports militia development.

The Beijing Huatai (Mangkang) Office will remain steadfastly people-centered, focusing on the rule-of-law needs of the general public. It will actively leverage legal aid to safeguard the legitimate rights and interests of vulnerable groups, resolve conflicts and disputes, support economic development, maintain social order, uphold judicial fairness, and truly embody equity and justice. By doing so, the office will continuously promote the harmonious integration of political, social, and legal outcomes, thereby contributing to the comprehensive advancement of law-based governance and the building of a socialist country under the rule of law.
